Who really ended/won the Cold War?

Every time I bring up this question, I get bombarded with the "Obviously Reagan ended/won it" response. However, somewhere in the back of my mind, I can't help but give more credit to the citizens of Eastern Europe and Gorbachev than Reagan. Perhaps the USSR would have collapsed no matter what the US did? Your thoughts are welcome..
